Elaine Clough

Elaine is an experienced Organisational Development and Leadership Development Consultant. She is a practitioner and facilitator specialising in working with the public sector. She has over three decades of experience in the field, including four years in a Russell Group University as a teaching focused academic and internal OD Consultant, several years in the National Health Service and more recently as a senior leader in the Police Services. She has worked extensively as an internal and external OD consultant nationally, in Europe and internationally, supporting organisations to maximise human potential through learning and development interventions or working in partnership with the strategic leadership to effect cultural change and transition, policy development and training design and delivery.

Elaine has extensive experience of designing and delivering human potential programmes, underpinned by ‘real-time’ organisational data. In the Police Services she undertook a series of staff and officer focused consultation events that provided the foundation and design of a series of development programmes for staff and officers from underrepresented groups. This resulted the launch of four internal development programmes which were uniquely designed to respond to the needs expressed by the cohorts and additionally drawing on the expertise of best in field external collaborators. A key feature of each strand was sponsorship of attendees by the executive leadership but also immediate line managers pre, during and post the programme. The result was change and development being sustained over a longer period. Elaine has previously been Senior Lecturer at a Russell Group University on a national post graduate leadership programme for senior leaders, clinical and non-clinical in the National Health Service who are aspiring to senior leadership. External evaluation of the latest three cohorts of the programme highlighted that nearly 50% of participants reported they had been promoted during the programme, with over 90% attributing their success to their learning journey.

Additionally, Elaine has expertise in the design and delivery of assessment and development centre activity for recruitment to senior leadership or as a development intervention to support workforce development or diversity of workforce representation in senior leadership. Elaine designed and delivered a series of Development Centre activities to support the top 250 senior leaders in a large metropolitan authority, supported by one to one coaching and 360-degree feedback over a 12-month period. This intervention was also externally evaluated. Elaine has designed, facilitated and provided written feedback reports on several national Assessment Centre processes for the National Health Service where the primary aim has been to increase the representation of underrepresented groups in leadership roles.

Elaine has a professional interest and expertise in the evaluation of policy and strategy as a tool to drive organisational development, the embedding of formal equality but also authentic and long-lasting inclusive practice. Her work in the police services, NHS and local government continue to be an area of focus and regular review. Her focus is on intention, will, skill and longevity of structures and culture to drive organisational and personal change.

Elaine is a skilled facilitator, intuitive, strategic but also pragmatic. Her approach is predicated on equity in the consulting to relationship, collaboration and ensuring that ownership remains owned by the organisation but also individuals engaged in the change, organisation development and transition interventions.
